Shires Apartments residents speak out about ‘horrible’ living conditions

CHARLESTON, S.C. (WCBD) – People who live in a West Ashley apartment complex are speaking out after they say the apartment’s property management has failed to address several issues regarding mold in their homes.

“Your home should be your sanctuary,” Shires Apartments resident Demetria McNeil said. “It should be somewhere that you feel at peace, and right now, none of us are at peace.”

The residents say they’re now speaking up after they say they’ve been living in hazardous conditions for some time.

“We lived upstairs first,” McNeil said, “noticed some mold and we requested if we could move downstairs. We moved downstairs in November. I personally helped move my family’s furniture inside this current apartment and noticed day one that we had mold.”

McNeil says she’s complained for months to the leasing office, but little has been done.

“The new leasing management,” she said, “they’ve only given us a few options. Stay in there, the same unit. Move next door whenever they’re done renovating that, they don’t know when, or just move out.”

McNeil lives in the apartment with her family. She says they’ve all had health issues that she believes stems from exposure to black mold.

“My mom was in the hospital for four months,” she said, “she just got out three weeks ago. She’s now on hospice. My twin sister, she was hospitalized this year, as well as my three-year-old niece.”

They says management recently cleared some mold from their home, but there’s still a lot left.

“They call themselves cleaning it out,” Darlene McNeil said, “but they didn’t really clean it out good, or whatever. I just want better conditions for me and my family.”

Laquandae Miller says she moved into the Shires Apartments in 2015 and has had many issues as well.

“The leaking is real bad,” Miller said. “It was coming through the walls, coming through the fire extinguisher, just dripping everywhere.”

The mother of three says she wants management to take better care of their tenants.

“I need them to fix their property,” Miller said. “I need them to do a better job so people can live comfortable.”

News 2 has reached out to the Shires property management company, and the leasing office, and is currently awaiting a response.

Family forced to flee mold now on mission to return home

GREER, S.C. (FOX Carolina) – When the Brockinton family made the move from Florida to South Carolina in 2014, they knew the Sugar Creek neighborhood was exactly where they wanted to be.

“It was our dream neighborhood,” Ashley Brockinton told FOX Carolina. “We were just really happy.”

After a couple of years, they noticed that each member of the family experienced some type of health issue – physical, mental or both.

“I had a sense that maybe there was something environmental…but we had no sign,” Brockinton said.

Doctors had encouraged them to test the home for mold or other toxins but nothing showed up. It wasn’t until February, when the kitchen floor started to swell, that a moldy smell became apparent. A more comprehensive test that predicts mold levels based on dust samples revealed the family was living in a toxic environment. The test indicated there was more than twice the allowable level of mold in the house, so they moved out.

“We had no idea that we would go into debt,” Brockinton said.

Removing the mold, living out of hotels and replacing their possessions (after being forced to throw out 80-percent of what they owned) exhausted the family’s resources. The Brockintons turned to their church for help, which is covering the cost of their rental townhouse through October. The couple is rebuilding their gutted home with by themselves under the guidance of Andy Pace with the Green Design Center, who is providing his expertise on healthy and non-toxic building materials for free.

Sam Brockinton said this has been a learning experience for the family’s five children – Isabella, 16, Olivia, 14, Liam, 11, Isaiah, 9, and Malachi, 8.

“I hope that we come together as a family more and more in that they see how God provides for us and shows up,” he said.

A GoFundMe account has been set up for the Brockintons to help them with their remaining expenses. The family hopes to return to their home before the school year begins.

“I’m very hopeful. I know that every time I pray about it, I feel like I get this sense that God is like, ‘I put you here for a reason. Stop freaking out,’” Sam Brockinton said.

From dead roaches and mold to the perfect 100

SAVANNAH, Ga. (WSAV) — Eating out? You might want to check the restaurant’s inspection score on the Georgia Department of Public Health’s (DPH) website beforehand.

Locally, Chatham County Environmental Health Services ensures food service businesses are operating successfully by inspecting them. They make sure all of the food code rules are followed and educate those who have issues coming into compliance.

Inspection scores range from 0-100, with 69 and being out of compliance. Of the food service businesses inspected for the month of June, only one Chatham County eating establishment scored 69 or below on their Health Inspection Report.

Long Branch, located at 2411 Skidaway Rd. in Savannah, scored a 65 during a routine inspection on June 28.

Some of the violations reported by the inspector were:

  • Heavy mold build-up on the baffle of the ice machine and heavy dirt debris on the cutting boards where food was being sliced/prepped in the kitchen area.
  • Cooked chicken wings, sliced carrots and sliced celery was prepped in the facility over 24 hours ago and were not date marked. All of the items were discarded by the person in charge during the inspection.
  • Expired milk dated May 31, 2022, and June 16, 2022, were stored in the reach-in cooler in the bar area. Items were discarded by the person in charge during the inspection.
  • Dead roaches were reported on the floor throughout the kitchen area. Also reported were live fruit flies throughout the bar area, specifically near the “sump pump tank” near the bar hand wash sink.
  • Heavy grease build-up was reported on the sides and front of fryers, sides and front of oven, sides and front of coolers, sides and lids of food-grade bins (containing food), throughout the kitchen. 
  • There was no hot water in one of the women’s restrooms.

These Midlands restaurants had the lowest June inspection ratings

South Carolina health inspectors found a host of violations at restaurants across the Midlands in June, from roaches and flies in kitchens to mold and food being stored on floors.

The state Department of Health and Environmental Control each month releases grades and inspection reports for food establishments across Lexington and Richland counties.

Here are the restaurants that received some of the lowest ratings in June.

Brooklyn Express Pizza and Pasta on Broad River Road in Richland

Brooklyn Express was inspected on June 10 and got a 70% C grade.

An inspector observed an employee handle ready to eat food items with bare hands and an employee not wash hands between points of contamination. Also observed was chicken wings and Italian sausage being thawed at ambient temperature under a hand washing sink.

Sheet pans were seen not adequately washed, rinsed and air-dried before placing on a prep table for use.

Certain foods were seen not being held at proper temperatures.

A required followup inspection was held June 13 and the restaurant got an A grade.

Liberty at the Lake on Marina Road in Richland

Liberty at the Lake was inspected on June 20 and got a 77% C grade.

An inspector observed fly activity throughout the kitchen area. Also observed was waste water running across the floor in the lower bar when the hand sink was used.

Multiple employees were seen handling ready to eat food with bare hands. Dishes with food matter and pans with plastic reside were seen stored as clean. Also, certain foods were not being held at proper temperatures.

A required followup inspection was held on June 28 and the restaurant got an A grade.

US Wings & Deli on Broad River Road in Richland

US Wings & Deli was inspected on June 21 and got a 75% C grade.

An inspector observed roaches and flies in back of the dish line area. Also observed was two bus pans of wings subject to time not discarded from the previous day.

Grease was seen dripping from the hood system to the prep area below. Grease accumulation, encrusted food debris and buildup were seen on equipment and shelving throughout the kitchen areas.

A required followup inspection was held on June 27 and the restaurant received another C grade. Another required followup inspection has not yet been held.

Waffle House on Garners Ferry Road in Richland

Waffle House was inspected on June 21 and got a 75% C grade.

An inspector observed flies at the back of the building and the front of the building. Also observed was expired milk within reach in the cooler at the cook/make line.

An employee was seen cracking eggs, placing raw meat on the griddle without proper hand washing. Also seen was water buildup at the cook line under the counter refrigerator and the dishwasher in poor repair.

A followup inspection was held on June 22 and the restaurant got another C grade. Another required followup inspection has not yet been held.

El Mariachi on Sunset Boulevard in Lexington

El Mariachi was inspected on June 29 and got a 70% C grade.

An inspector observed white, fuzzy growth on squash in the walk-in cooler. Also observed was 14 large containers of food stored directly on the floor in the walk-in cooler.

An employee was observed handling raw fish, then proceeded to touch ready to eat foods. Also seen was corn husks in a pot sitting in the hand sink, along with a vegetable peeler and gloves. Raw meats and shell eggs were stored above salsas in the walk-in cooler.

A required followup inspection has not yet been held.

Tacos Locos & Grill on N 12th Street in Lexington

Tacos Locos was inspected on June 27 and got a 74% C grade.

An inspector observed flies throughout the kitchen and prep areas. Also observed was boxed food and open foods stored on the floor in the walk-in freezer, along with tamale husks stored directly on a dirty surface.

Plates stored and ready to use to serve food were seen with food debris and greasy buildup. White, pink and brown buildup was seen inside the ice machine.

A required followup inspection has not yet been held.

Waffle House on Piney Grove Road in Lexington

Waffle House was inspected on June 14 and got a 76% C grade.

An inspector observed employees not washing hands between points of contamination with glove changes, when switching from handling dirty dishes to clean and between handling raw food and ready to eat food. Also observed was certain foods not being held at proper temperatures. Soiled crates were seen being used to hold clean lids. Also, several cases of product were seen on the floor throughout the back of the building and dry storage area.

A required followup inspection was held on June 22 and the restaurant got an A grade.

WHA to cut per diem payments in half to families waiting on mold remediation

WILMINGTON, NC (WWAY) — According to CEO, Tyrone Garrett, the Wilmington Housing Authority will begin calling the 150 families displaced by mold today, informing them their per diem payments will be cut in half.

“And that’s because we want to be able to maintain it as long as we possibly can,” said Garrett. “And at the rate that we were going, we wouldn’t be able to sustain it for much longer.”

This will effect food and transportation costs, not hotel costs. According to Garrett, hotel costs will still be fully taken on by the WHA and their fund sources.

Garrett says average displaced family of five receives $1,300 each week in per diem just to cover food and transportation.

“There is a uniform relocation act which we follow,” Garrett continued, “which talks about what we are responsible for and have to do. I think someone looked at a different set of numbers and dollar amounts and utilized the wrong concept.”

Garrett says initially, they were using federal funds to cover per diem. But those are considered capital funds, and can’t be used that way.

“Capital dollars have to go into actual capital needs. Actual remediation work or construction work. They can’t be used for soft costs. So the soft costs, such as per diem were being driven and carried by the Housing Authority’s actual budget. Operating budget.”

Garrett says the operating budget covers necessary expenses like contractors, maintenance to units, and utilities. He says left unchecked, per diem would continue to eat into the budget until the Housing Authority could no longer cover these costs.

“We basically to some extent hired 150 employees on a budget for 50,” he explained. “I think it’s better to reduce it and continue it for a period of time versus cutting it out all together because you don’t have the funding in place.”

Calls to inform families began Tuesday.
